Leading Senate liberal Harkin of Iowa to retire

DES MOINES (Reuters) - Senator Tom Harkin, a veteran Iowa Democrat and one of the most liberal senators, said on Saturday he will not seek re-election in 2014, putting at risk what was considered a safe Democratic seat.

Harkin, 73, who has focused much of his nearly 40-year congressional career on farm policy, education and expanding rights for people with disabilities, is the third senator facing re-election next year who has announced his retirement, following Democrat Jay Rockefeller of West Virginia and Republican Saxby Chambliss of Georgia.

"It's somebody else's turn. It's time for me to step aside ... . I think that's not only good for our party, it's good for our state and for our nation," Harkin said in an interview with Reuters.

He said he had no health problems but had promised his wife that he would quit before it was too late to enjoy other things in life.

Iowa, site of the country's first presidential nominating contest, is considered a political swing state. Republican Charles Grassley is Iowa's other U.S. senator.

In remarks to the Iowa Democratic Party central committee after his announcement, Harkin said he would stay politically active.

"I'm not quitting today. This is not a time for legacy talks or anything like this," said Harkin, who has served in Congress since 1974.

Several committee members had tears running down their cheeks as he spoke.

Senate Majority Leader Harry Reid, a Nevada Democrat, in a statement described Harkin as "a passionate progressive, whose deeply held principles have provided a guiding light to Democrats for decades."

Party officials said Harkin's announcement, coming early in the current two-year election cycle, provides ample time to recruit a strong Democratic candidate.

Among Democrats, U.S. Representative Bruce Braley is widely seen as a front-runner. U.S. Agriculture Secretary Tom Vilsack, a former Iowa governor, and his wife, Christine Vilsack, who ran unsuccessfully for Congress last year, are also viewed as potential candidates.

Among Republicans, U.S. Representatives Tom Latham, a moderate, and Steve King, a conservative, are mentioned as possible candidates, which could produce a divisive Republican primary.

Democratic President Barack Obama won Iowa in the November election. But the state has a Republican governor, and a divided legislature and congressional delegation.

Harkin's retirement "just reinforces our belief that a grassroots Republican comeback can take place in 2014. Let's have it start in Iowa," Iowa Republican Party Chairman A.J. Spiker said in an email appeal to state Republicans.

The party needs to pick up six seats in the mid-term elections next year to take a majority in the 100-member Senate.

One of the last of the Senate's old-guard liberals, Harkin angrily opposed the White House over the recent fiscal cliff compromise that Vice President Joe Biden negotiated with Senate Republican leader Mitch McConnell of Kentucky.

Harkin said the deal that raised taxes only on the very rich helps the wealthy at the expense of the middle class.

First elected to the House of Representatives in 1974 and to the Senate in 1984, Harkin said someone younger needs to take his place.

"I've been there 40 years. I'm 73. By the time I run (for re-election), I'd be 75," he said.

XM vs. Sirius Satellite Radio: Which One Is Better For You?

You have probably heard of the two satellite radio companies, Sirius Radio and XM Satellite Radio, but you may not know a lot about them such as how much each costs or what radio talent is available on each. Many people are tired of listening to regular AM and FM radio stations for several reasons. It may be that they are tired of being bombarded with commercials. It may be that they do not like the programming available to them. On the other hand, it may simply be that they are in a rural area and tired of losing their radio signal all the time. Regardless of the reason, many consumers are turning to satellite radio as a viable alternative to regular radio stations.

Both companies are able to offer you static free radio due to satellites. XM (based in Washington D.C.) has two and Sirius (based in New York) has three satellites across the United States. Both companies offer users commercial free radio. Sirius offers over 125 channels and XM offers 160 different channels. There are dedicated channels for genres of music such as jazz, folk, country and pop for diehard fans. One cool feature of satellite radio is you can see the name of the artist playing as well as the song title. So never again do you have to spend time wondering just who sang that song you just heard! There are also channels for local weather and traffic, sports, comedy, women?s issues, talk shows, even ancient time radio shows. Soon, you may be able to see video as well as hear audio on your satellite radios.

There are also celebrity shows for both satellite radio companies. Martha Stewart recently signed a deal to launch a 24-hour radio channel on Sirius Satellite Radio. And most everyone has heard that Howard Stern is on Sirius as well ? uncensored. Having gotten in distress with the Federal Communications Commission (FCC) for his radio talk show, he chose to jump to the uncensored airways of satellite radio. Since his show started, the Sirius subscriber base has increased by at least 2.7 million. If have satellite radio and want to hear National Public Radio (NPR), you will have to subscribe to Sirius as they are the only one offering NPR. But XM is not to be left behind by Sirius. XM signed Snoop Doggy Dog, but the huge coop is Oprah. In September of 2006, XM users will be able to tune in to Oprah & Friends. The new channel will offer broadcasts of The Oprah Winfrey Show, O, the Oprah Magazine and programming on fitness, health and self improvement.

All this sounds fantastic, but what do you really need to be able to receive satellite radio? You will need either a Sirius or an XM radio. This does not necessarily have to be a radio only for use in your car either. There are also home radios available today and there are even radios you can use both at home and in your car. The price for a basic radio offered by both Sirius and XM is as low as .99. You will also need to subscribe to a service. Both Sirius and XM charge .95 a month for you to receive satellite signals on your radio. But, if you have several cars with satellite radios, you can save by choosing the family plot available from both companies.

Just how well loved is satellite radio becoming? In March of 2005, Hyundai announced that it would be the first automaker to place satellite radios in all of its models sold in the United States. Each Hyundai, including the well loved Sonata, Santa Fe, and Elantra models, will come equipped with an XM satellite radio. When this was announced, shares in XM?s parent company rose by more than 8 percent. Jaguar and Mercedes-Benz also announced in March 2005 that Sirius radios would be a dealer-installed option on some of their models.

So which satellite radio should you choose? That depends on you. You should check out the stations available by visiting each company on the web before making a choice. Both offer radios at comparable prices, so it really comes down to what you want to hear. Are you a Stern fan? Then you have to go with Sirius. But if you like Oprah, you can only hear her on XM. Regardless of which one you choose, you will no doubt be very pleased with the services and reception of satellite radio.

IK Multimedia iLoud and iLoud Mini hands-on (video)

IK Multimedia got a jump start on NAMM with the announcement of its iLoud speaker duo just before the proper start of the show. Today, we swung by the company's booth to take a closer look and spend a few minutes with the Bluetooth-wielding wireless duo. The first thing that we noticed was the build quality. Both the iLoud and iLoud Mini sport a soft-touch rubber-esque coating on the top and bottom that we've seen in other Bluetooth audio units. The pair also has an adequate amount of heft without being overbearing when added to the weight of an already packed rucksack. In terms of the Mini, a single volume control rests on the right side, both USB port (for charging) and aux inputs reside around to the left and the power button is at home up top.

For us, the real star of the show here is the regular iLoud. In addition to the same wireless capabilities as the smaller sibling, this unit packs a 1/4-inch input that houses the outfit's iRig circuitry. Essentially, one of IK Mulitmedia's adapters is crammed right into the speaker. Said jack along with controls for power, gain and Bluetooth pairing hit the backside in addition to an auxiliary port for connecting a handset or tablet via cable. The volume knob is around front on this beefier model, encircled in a glowing red light. One of the main selling points is the advertised studio-grade sound quality -- especially in the 40W iLoud -- which we were unfortunately unable to confirm due to the overly noisy show floor here in Anaheim. Pope on social networking: the virtual is real

VATICAN CITY (AP) -- Pope Benedict XVI put Catholic Church leaders on notice Thursday, saying social networking sites like Facebook and Twitter aren't a virtual world they can ignore, but rather a very real world they must engage if they want to spread the faith to the next generation.

The 85-year-old Benedict, who tweets in nine languages, used his annual message on social communications to stress the potential of social media for the church as it struggles to keep followers and attract new ones amid religious apathy, competition from other churches and scandals that have driven the faithful away.

Archbishop Claudio Maria Celli, head of the Vatican's communications office, cited a 2012 study commissioned by U.S. bishops that found that 53 percent of Americans were unaware of any significant presence of the Catholic Church online.

Other studies, Celli said, made clear that the "millennial generation" of people born after 1982 use Facebook, Twitter and YouTube far more than their parents as primary sources of information, entertainment and sharing political views and community issues.

"The digital environment is not a parallel or purely virtual world, but is part of the daily experience of many people, especially the young," Benedict said in his message. "Social networks are the result of human interaction, but for their part they also reshape the dynamics of communication which builds relationships: a considered understanding of this environment is therefore the prerequisite for a significant presence there."

Benedict himself still writes longhand but he is a superstar online, with 2.5 million Twitter followers, nearly 11,000 of them following his Latin tweets alone.

And under his pontificate, the Holy See has greatly increased its presence online, with YouTube channels, papal Apps and an online news portal www.news.va that gathers all Vatican information in one place.

Celli acknowledged that much of the pope's message this year repeated exhortations from previous years about the need for respectful dialogue online, for users to present themselves authentically and to listen, not just preach.

"At first look it could sound like reheated soup," Celli conceded. But he said that sometimes, messages need repeating. "I don't want to make any particular revelations here, but don't believe that everything that is said is absorbed at the ecclesial level."

Celli noted, for example, that at a recent Vatican meeting of the world's bishops on spreading the faith, the recommendations for the church's social communications strategy "could have been written 30 years ago."

"That means that he who is intervening doesn't have the perception of what is happening today, in the sphere of social networking," Celli said. "That's a problem for us."

A prospective study led by researchers from the University of California, San Diego School of Medicine has found that low serum vitamin D levels in the months preceding diagnosis may predict a high risk of premenopausal breast cancer.

The study of blood levels of 1,200 healthy women found that women whose serum vitamin D level was low during the three-month period just before diagnosis had approximately three times the risk of breast cancer as women in the highest vitamin D group. The study is currently published online in advance of the print edition of the journal Cancer Causes and Control.

Several previous studies have shown that low serum levels of vitamin D are associated with a higher risk of premenopausal breast cancer. "While the mechanisms by which vitamin D could prevent breast cancer are not fully understood, this study suggests that the association with low vitamin D in the blood is strongest late in the development of the cancer, "said principal investigator Cedric Garland, DrPH, FACE, professor in the Department of Family and Preventive Medicine at UC San Diego.

Analyses of vitamin D levels measured more than 90 days before diagnosis have not conclusively established a relationship between serum levels and risk of premenopausal breast cancer in the present cohort. However, this new study points to the possibility of a relevant window of time for cancer prevention in the last three months preceding tumor diagnosis a time physiologically critical to the growth of the tumor.

According to Garland, this is likely to be the point at which the tumor may be most actively recruiting blood vessels required for tumor growth. "Based on these data, further investigation of the role of vitamin D in reducing incidence of premenopausal breast cancer, particularly during the late phases of its development, is warranted," he said.

The new study drew upon 9 million blood serum specimens frozen by the Department of Defense Serum Repository for routine disease surveillance. The researchers thawed and analyzed pre-diagnostic samples of serum from 1,200 women whose blood was drawn in the same time frame samples from 600 women who later developed breast cancer, and from 600 women who remained healthy.

A 2011 meta-analysis by Garland and colleagues estimated that a serum level of 50 ng/ml is associated with 50 percent lower risk of breast cancer. While there are some variations in absorption, those who consume 4000 IU per day of vitamin D from food or a supplement normally would reach a serum level of 50 ng/ml.

Garland added that a consensus of all available data has shown no known risk associated with this concentration of vitamin D, which is measured as serum 25-hydroxyvitamin D. But he urges patients to ask their health care provider to measure their serum 25(OH)D before substantially increasing vitamin D intake.

"Reliance should not be placed on different forms of vitamin D, such as vitamin D2, and megadoses should be avoided except those ordered by a doctor for short-term use," Garland added.

Recruiters are in the business of matching up companies in need of employees with the ideal candidate. There are several ways that a company can advertise an opening, which include online job boards, recruiters, networking and probing the internet for suitable candidates. All of these methods of finding the right employee are extremely time-consuming, and most companies simply do not have the time to sift through the hundreds of resumes submitted to an ad posting.

Are you one of the many who post your resume to several job sites? While this is a good idea, you are competing with an unknown number (probably hundreds) of candidates for a single position - what is the likelihood that you will get noticed above the other candidates? Unless your resume really shines, it isn't likely to stand out to an employer.

It is essential that you use keywords strategically on your resume, so that when recruiters search the career sites to find the ideal candidates for a company, yours will rise to the top. Recruiters work for employers; it is the job of the recruiter to find an individual who possesses the skills, qualifications, and even personality traits that a company desires.

Send your resume out to recruiters that you feel are experienced and capable; your resume will give the recruiter a good "feel" for your experience, qualifications and skills. By sending your resume to recruiters you feel are qualified, you are essentially putting your resume in front of many of the types of jobs you really desire; a recruiter can often look at your resume, and instantly think of a company looking for someone with your exact qualifications.

To put it simply, looking for a full time job can be a full time job - especially today, when most job markets are fiercely competitive and there are fewer jobs available. Write a resume that briefly summarizes your most relevant skills, that is concise and highlights your strengths. Use verbs in your sentences that demonstrate your enthusiasm about the type of work you are looking for. Make your resume stands out from the rest, and avoid droning on and on about your responsibilities in previous jobs; instead, talk about what you achieved in your positions, how your performance was beneficial to the company.

When a reputable recruiter has your well-written resume in hand, it can be the link that places you with the perfect employer.

Microbiologists eavesdrop on the hidden lives of microbes

Jan. 23, 2013 ? Microbiologists who study wild marine microbes, as opposed to the lab-grown variety, face enormous challenges in getting a clear picture of the daily activities of their subjects. But a team of scientists from MIT and the Monterey Bay Aquarium Research Institute recently figured out how to make the equivalent of a nature film, showing the simultaneous activities of many coexisting species in their native habitat over time.

Instead of making a movie, the scientists used a robotic device that dangled below the surface of the ocean, drifting in the water with a neighborhood of microbial populations and gathering samples of one billion microbes every four hours. Similar to fast photography that stops action, the robotic device "fixed" each sample so that whatever genes the microbes were expressing at the moment of capture were preserved for later study in the lab, where the scientists used whole-genome gene-expression analysis to create a time-lapse montage of the daily labors of multiple microbial species over a two-day period.

"A naturalist like Sir David Attenborough can follow a herd of elk and see how the elk's behavior changes hour to hour, day to day and week to week. But we haven't been able to observe naturally occurring microbes with that kind of resolution until now," says Edward DeLong, the Morton and Claire Goulder Family Professor in Environmental Systems in the MIT Department of Civil and Environmental Engineering and Department of Biological Engineering.

DeLong is senior author of a paper on the study appearing online the week of Jan. 21 in the Proceedings of the National Academy of Sciences. Co-authors on the paper are Elizabeth Ottesen, a former MIT postdoc who is now an assistant professor at the University of Georgia; MIT postdoc Curtis Young and research engineer John Eppley; and senior research specialist John Ryan, senior scientist Francisco Chavez, and president Christopher Scholin of the Monterey Bay Aquarium Research Institute.

"We've essentially captured a day in the life of these microbes," DeLong says. "As little as three years ago, I wouldn't have even have considered it possible to get such a high resolution picture of microbial population dynamics and activity in the 'real world.'"

Because microbes are extraordinarily sensitive to slight environmental changes and alter their gene expression rapidly in response to fluctuations in temperature, light, nutrient availability and other environmental variables, the genes they express tell a story about their habitat and their interactions with it: In essence, changes in their gene expression provide information on the good times and the bad times they experience. In a sense, each naturally occurring microbe is a living sensor; the researchers read the sensors' outputs by studying their gene expression.

The montage showed that photosynthetic microbes, which create the oxygen, energy and organic carbon used by the rest of the food web, ramped up their light-utilizing activities in the morning and powered those down at night, just as their domestic brethren do in response to light and dark in the lab.

But the underwater scenes also showed something scientists had never seen before: Nonphotosynthetic, carbon-eating microbes of very different species displayed synchronized, rapidly varying metabolic gene expression. Some of the genes simultaneously expressed by different species shared the same function -- for instance, genes associated with growth or respiration. Others encoded very different functions, mirroring the varied metabolic capabilities of the disparate species. The simultaneous expression of these genes indicates that the microbes were responding to similar environmental changes, probably in the nature or quantity of organic matter available in the immediate vicinity.

They all may have been responding to the same cue or possibly one species may have acted as a first responder, signaling other species when it changed its own gene expression.

"In this work, the scientists use robots on buoys to do the sampling, which allows excellent resolution in both time and space, and they're therefore able to look at the functions that a range of different types of plankton are expressing," says Rob Knight, an associate professor of molecular biophysics at the University of Colorado. "The information should be really useful for developing predictive models that help us understand how marine plankton will respond to factors such as climate change and ocean acidification, by revealing the networks by which genes interact with each other to produce complex biological functions."

The work was funded by grants from the National Science Foundation, the Gordon and Betty Moore Foundation and the Agouron Institute.

Bryarly: Friends 5 Ever

One of the things my new friends learn right off the bat is that I am not very good at maintaining friendships for long periods of time. It's not that I stop caring, it's that I get caught up in other things - or they do, or we both do - and the friendship sort of crumbles over time. Some people (I call them Low Maintenance Friends) allow you to dip in and out of the friendship when you can. No matter how long it's been, you can pick up about where you left off. A friend of mine named Brian is this way - we've been off-and-on friends since I was about 14. Other people (High Maintenance Friends) need a lot of fairly constant, consistent attention to feel like you're still really friends. If you slip on this, you have to start again at an earlier phase in the friendship. Sometimes square one.?

Which, if you've put a lot of time into the friendship already....sucks.?

Most friendships - hell, most relationships - require at least a little bit of work. Even a low maintenance friend needs to hear from you once in a while for it to be a viable friendship. A lot of interestingly-fonted quotes in front of nature pictures on Tumblr will tell you that "love" is a verb. (Nice little observation there, kiddo. It's also a noun. Now put down your dictionary and make a point already.) Though the execution could be polished up, the idea of love as something you do actively is one with merit.?

Most of the relationship advice books I've seen are for couples. They're useful, of course, but it's hard to apply the questions and/or suggestions to friendships. Do you write cute little notes on your friend's mirror? Or text them just to say you're thinking about them? If so your friendships are very different from mine. Good luck with those. In my friendships, the usual method of maintenance is hanging out, talking about problems, and sometimes buying birthday/Christmas gifts.?

Are there things you can do for friends beyond the standard definition of active friendship? Things that don't make it seem like you harbor a secret l'il crush on them? I have trouble thinking of any, but I could just be hyper-sensitive to potential crush suspicions.?

A few days ago I got in contact with a friend of mine from elementary school, and while we've only talked a little bit, I have a deep feeling of satisfaction and, somehow, security. Rekindling this friendship feels a bit like replanting a root to the tree of me. In general, my friendships aren't incredibly deep or long-lasting - I don't know if this new old friendship will become so - but maybe I can make them so.?

One Dead, 900 Injured in Japan Snowstorm

Heavy snow that blanketed eastern Japan over the holiday weekend left one man dead and 900 others injured, as Tokyo commuters Tuesday took to the slippery streets.

A low-pressure system, dubbed a "bomb cyclone" by local press, dumped eight centimeters (three inches) of snow in nine hours, the heaviest snowfall in the region since January 2006, the Japan Meteorological Agency said.

It left 13 centimeters of snow in neighboring Yokohama, while mountainous areas around Tokyo saw up to 30 centimeters.

A 71-year-old man in Shiojiri city, Nagano prefecture, died after falling into an open drain as he cleared snow around his house, a fire service spokesman said.

National broadcaster NHK said at least 891 injuries had been recorded in Tokyo and the area around it, many of them elderly people who had slipped on snow-covered streets or motorists involved in accidents.

Major train services resumed operations in Tokyo, although many sections of road remained closed while crews cleared frozen snow.

All Nippon Airways and Japan Airlines canceled a combined total of 37 domestic flights while dozens of other flights experienced delays.

International operations were not severely affected by the snow, the airlines said.

On Monday, Japanese airlines canceled more than 460 domestic flights, mainly to or from Tokyo's Haneda airport, where runways were temporarily closed as workers removed snow.

Around 3,400 people spent the night at Tokyo's Narita airport on Monday, a spokesman said after train services running to the outlying facility were suspended.

They returned to normal on Tuesday, he added.

Geithner: Gov't could pass debt limit by mid-Feb.

WASHINGTON -- Treasury Secretary Timothy Geithner is telling congressional leaders that the U.S. government will exhaust its borrowing limit as soon as mid-February, earlier than expected.

The government reached its $16.4 trillion borrowing limit on Dec. 31, but began using bookkeeping maneuvers to keep from surpassing it. In a letter to congressional leaders on Monday, Geithner says Treasury expects to exhaust those measures by mid-February to early March.

Geithner said he would provide a more precise estimate of when the government will reach that threshold once it moves closer to the deadline.

Japan's Nikkei soars on 1st trade day of the year

BANGKOK (AP) ? Japan's benchmark stock index soared on its first trading day of the new year Friday, as investors reacted to a weakening yen and Washington's temporary skirting of the so-called fiscal cliff.

But other Asian markets stalled as enthusiasm faded over the last-minute budget deal reached in Washington to avoid steep, automatic tax increases and spending cuts that would have taken effect Tuesday. The measure, however, was largely seen as crisis avoidance ? and puts off hard decisions about how to reduce government spending and deal with America's massive debt.

The Nikkei 225 in Tokyo jumped 2.8 percent to 10,690.79. Earlier in the morning, the benchmark reached 10,734.23, an intraday level not seen since March 4, 2011. Much of the enthusiasm for Japanese shares comes with the steadily weakening currency, a big help to Japanese companies that sell abroad.

The dollar rose to the upper 87 yen range in Tokyo on Friday morning, its highest level since July 2010, Kyodo News Agency said. Investors have high hopes that new Prime Minister Shinzo Abe's policies, centered on loose monetary policy and public spending, will wrest the world's third-largest economy out of the doldrums.

Export shares boomed. Suzuki Motor Corp. soared 8.1 percent, Nikon Corp. advanced 5.3 percent and Toyota Motor Corp. jumped 5.4 percent.

Elsewhere, however, investor fervor wilted. Hong Kong's Hang Seng index fell 0.7 percent to 23,231.88. South Korea's Kospi lost 0.8 percent to 2,004.35, while Australia's S&P/ASX 200 shed 0.4 percent to 4,723.80. Benchmarks in Singapore, Taiwan and mainland China fell. Markets in Indonesia and the Philippines rose.

Wall Street stocks tumbled on Thursday after a transcript of the last meeting of the U.S. Federal Reserve unveiled a divided opinion among central bankers over how long the Fed should keep buying bonds to support the economy.

The losses came despite a monthly employment survey by payroll provider ADP showing businesses added 215,000 jobs last month, the most in 10 months and much higher than November's total of 148,000.

"Risk assets largely weakened overnight as the less dovish FOMC minutes more than offset earlier gains triggered by a good job report. Indeed, better-than-expected improvement in the job market may fan expectation for an earlier removal of quantitative and monetary easing," analysts at Credit Agricole CIB said in a market commentary.

The Dow Jones industrial average lost 0.2 percent to 13,391.36. The Standard & Poor's 500 index lost 0.2 percent to 1,459.37, while the Nasdaq composite index lost 0.4 percent to 3,100.57.

Investors will keep an eye on the U.S. monthly jobs report due later in the day. The figures often move markets because they are a key indicator for the health of the U.S. economy, which has struggled to accelerate in recent months.

Benchmark oil for February delivery fell 68 cents to $92.24 per barrel in electronic trading on the New York Mercantile Exchange. The contract ended the day down 20 cents at $92.92 per barrel on the Nymex on Thursday.

In currencies, the euro fell to $1.3034 from $1.3062 in late trading Thursday. The dollar rose to 87.73 yen from 87.18 yen.

ANCHORAGE, Alaska (AP) ? The assessment of a Shell drilling rig grounded off a remote Alaska island continued Friday, with officials putting more salvagers onboard.

Officials say in a release that critical response gear was put into place for the eventual recovery operation.

The Kulluk (CULL'-uck) ran aground Monday near Kodiak Island.

Power generators also were delivered. A majority of 14 support ships are expected to be in place this weekend.

Members of the command team also met with Alaska Native leaders in the nearby community of Old Harbor to hear their concerns over the grounding.

The Kulluk performed preliminary work on a well during the open water season in the Beaufort (BOH'-fort) Sea.

It was being towed to Seattle last week for upgrades when it became separated from tow lines during a storm.

PinnacleHealth not ready to discuss possible cancer center in ...

PinncleHealth System said this morning it's not ready to discuss a possible cancer treatment center in Hampden Twp. in Cumberland County.

According to an unofficial sketch plan shown to the township, the center would be near the $100 million hospital Pinnacle is building next to its Fredricksen Outpatient Center and which is scheduled to open next year.

"Nothing is really final," Pinnacle spokeswoman Kelly McCall said this morning, noting that plans sometimes change or are withdrawn.

Still, a brief story about the sketch plan posted on PennLive on Wednesday was featured Thursday morning on the Pinnacle web page devoted to its cancer services. When this was pointed out to McCall, she said "that's not something I would have posted."

Hampden Twp. manager Keith Metz said on Wednesday the township was shown a "general sketch," but no copy was left with the township. He referred questions about specifics to Pinnacle.

Pinnacle's main cancer services are presently centered at the PinnacleHealth-Fox Chase Regional Cancer Center in Lower Paxton Twp. That center, as does the cancer institute at Penn State Milton S. Hershey Medical Center, strives to provide the highest level of cancer care, including access to experimental treatments, so Harrisburg region residents don't have to travel to places such as Baltimore and Philadelphia. Both of those regional cancer centers opened within the past four years.

Yet much of the cancer care in the region takes place at community cancer centers owned by or affiliated with hospitals. For example, Carlisle Regional Medical Center operates a cancer treatment center next to its main hospital in South Middleton Twp. Holy Spirit Hospital provides cancer treatment through a partnership with Oakwood Cancer Center in Lower Allen Twp.

Harrisburg-based Pinnacle has stated that it considers its service area to include all of Cumberland County, as well as adjacent parts of Perry and York counties. In announcing its Hampden Twp. hospital, to be called "West Shore Hospital," Pinnacle explained that its goal is to put a Pinnacle hospital within 30 minutes of everyone in its service area, along with a family doctor within ten minutes, and outpatients services such as diagnostic services and blood labs within 20 minutes.

But McCall said the outpatient services portion of that goal referred more to services such as diagnostics than to cancer treatment.

In explaining its decision to build the West Shore Hospital, Pinnacle said there's unmet demand for hospital care in Cumberland County and nearby areas, and said the demand will grow because of the area's aging population.

Nationally, the aging population is expected to create increased demand for cancer treatment. In addition, the Affordable Care Act is expected to increase access to cancer care through measures including expanding health insurance coverage, preventing insurers from dropping cancer patients and eliminating lifetime caps on coverage.

Further, the Affordable Care Act is driving a wave of consolidation of health care providers where many providers are moving under the umbrellas of hospitals. Quality-related payment incentives, designed to encourage coordination of care, are prompting hospitals to offer the full range of medical services -- from family doctor visits to x-rays and MRIs to long-term cancer care to major surgery.

Cancer care in general has shifted to an approach based on treating cancer patients as close as possible to their home communities, rather than forcing them to travel to regional centers.

Pinnacle's West Shore Hospital, which will include an emergency room and private patient rooms, is expected to provide a more convenient option for Cumberland-area residents who want Pinnacle services but don't want to drive to Harrisburg.

Metz, the Hampden manager, said the township would welcome a cancer treatment center.
